Phelan, who is moving to Florida full-time, is known nationally for serving as the special outside counsel for the United States House of Representatives Committee on Standards of Official Conduct, investigating then-Speaker of the House Jim Wright -- an investigation that ultimately prompted Wright to take the unprecedented step of resigning.
